The process of obtaining permanent residency in Canada through the Owner-Operator Work Permit has two steps. 

Obtaining LMIA and Work Permit

This includes matching you with the Canadian market, getting job contracts (it's a major requirement in most cases), applying for LMIA, and then for Work Visa.
